For the purposes of this Agreement, the “territory” of a Contracting Party shall have the importance attributed to it by that Party in a declaration addressed to the Secretary General of the Council of Europe. To the extent that one or more parties deem it necessary, the limit may be exceeded only in authorised places. After the entry into force of this Agreement, the Committee of Ministers of the Council of Europe may unanimously invite any government which is not a member of the Council either as a party to the Agreement of 28 July 1951 relating to the Status of Refugees or to the Convention on the Issue of a Travel Document for Refugees of 15 October 1946; to rally to it. Such accession shall take effect one month after the deposit of the instrument of accession with the Secretary General of the Council of Europe. Refugees who have entered the territory of a Contracting Party under this Agreement shall be readmitted at any time to the territory of the Contracting Party at the simple request of the first Contracting Party, unless that Contracting Party has authorised the persons concerned to settle in its territory. In that case, the signatories duly authorized for that purpose have signed this Agreement. 1. The Convention shall enter into force one month after the date on which three members of the Council have signed or ratified the Convention in accordance with Article 8, without reservation as to ratification. 2Nd Contracting Party reserves the right to prohibit entry or stay in its territory to any person it deems undesirable. The instruments of ratification shall be deposited with the Secretary General of the Council of Europe. a of any signature, with any reservations as to ratification, the deposit of any instrument of ratification and the date of entry into force of the Convention; Done at Strasbourg, this 20th day of April 1959, in English and French, both texts being equally authentic, in a single inscription which remains in the archives of the Council of Europe. The Secretary-General shall transmit certified copies to the signatory Governments.
This Agreement shall not affect provisions of local law or bilateral or multilateral treaties, conventions or conventions which are in force or may enter into force at a later date, under which refugees lawfully residing in the territory of a Party are subject to more favourable conditions for crossing borders. . . .
